Relaxed licensing rules to sell alcohol for off-site consumption to end

Relaxed licensing regulations that allow pubs, restaurants, and bars to sell alcohol for off-site consumption will come to an end on 31 March 2025.

Originally introduced to help hospitality businesses weather the challenges of lockdowns and social distancing in 2020, the relaxed rules permitted alcohol sales through hatches and alfresco dining areas when indoor gatherings were restricted.

The temporary measure was initially set to expire in September 2023, but following calls from operators, industry bodies, and other stakeholders, the government extended it by 18 months. As a result, the relaxed rules will officially end on 31 March 2025.

“The relaxed off-site permissions proved popular with both operators and customers, and its removal is yet another blow to the sector, which is already bracing for increased costs from business rates and national insurance employer contributions.”

“This is incredibly disappointing for hospitality businesses and especially for pubs and bars in small towns and rural areas, many of whom have come to depend on the income from their home delivery and collection services,”
says Sue Drummond.

The off-sales measure will expire on 31 March 2025, and the Licensing Act 2003, which applies to both England and Wales, will revert to its pre-COVID position.

To continue offering alcohol sales for off-site consumption, hospitality operators will need to apply for the appropriate licence. However, this is likely to bring both cost and administrative burdens for businesses.
