Originally introduced to help hospitality businesses weather the challenges of lockdowns and social distancing in 2020, the relaxed rules permitted alcohol sales through hatches and alfresco dining areas when indoor gatherings were restricted.
The temporary measure was initially set to expire in September 2023, but following calls from operators, industry bodies, and other stakeholders, the government extended it by 18 months. As a result, the relaxed rules will officially end on 31 March 2025.

The off-sales measure will expire on 31 March 2025, and the Licensing Act 2003, which applies to both England and Wales, will revert to its pre-COVID position.
To continue offering alcohol sales for off-site consumption, hospitality operators will need to apply for the appropriate licence. However, this is likely to bring both cost and administrative burdens for businesses.
